I'm not sure whether you know about Stephen Ward's  difftools plugin:
https://code.edge.launchpad.net/~sward-dev/bzr-difftools/trunk

It already supports Meld, and many other tools.  I don't think there's a
good reason to create a separate plugin for Meld.
