[MERGE] RepositoryFormat._matchingbzrdir.repository_format matches

In doing some other testing I found that
RepositoryFormat._matchingbzrdir did not always set the
".repository_format" property. Because of this, it is very easy to have
improper permutations in the test suite.

This adds a test that all permutations in the 'per_repository' tests
have a BzrDirFormat which has .repository_format set properly, and then
updates a few formats that did not set it properly.
