[MERGE][#299313] --local commits are accessing the network

I fixed it now hopefully, and added a test

This patch is suitable for bzr.dev and 1.9.1

I didn't add news as I'm not sure when it will be merged, and I didn't want
to mess up the file.
Possible news can be the following:
  BUG FIXES:

   * When doing a `commit --local`, don't try to connect to the master
branch.
