I would be okay with 1.6, though it doesn't really give me much that
0.92 does. 1.9 would provide some genuinely tangible benefits for me,
since it significantly improves something. ('bzr up' for a couple revs
taking 15-30s instead of 1m30s is a very tangible benefit.)

However, I already set up a cron job to fetch bzr.dev into a 1.9 branch
that I can then fetch from, so it isn't as directly critical for me.

I think a reasonable marker would be when we make a format the default
in a release, which is likely to be 1-2 releases from now.
