upgrading bzr.dev

I think it would be a good idea if we upgraded bzr.dev to 1.6, which
should be in wide enough distribution that folk packaging bzr.dev, or
tracking bzr.dev, will all have the ability to read an upgraded branch.

We can keep a mirror for a while too in pack-0.92 format.

1.9 would be nice, but I'm hesitant to suggest moving while its the most
recent format.
