Pushing to launchpad tells you it is stacking when it isn't

I just pushed up a new branch of bzr-gtk so that I could start hacking
on a feature. As part of the creation, it led me to believe that it
would stack, though the formats did not support it.
$ time bzr push lp:~jameinel/bzr-gtk/sanitize_commit_messages
Connected (version 2.0, client Twisted)
Using default stacking branch /~bzr-gtk/bzr-gtk/trunk at
bzr+ssh://bazaar.launchpad.net/%7Ejameinel/bzr-gtk/
Connected (version 2.0, client Twisted)
Created new branch.
So a few issues
1) it connected twice
2) it issues a comment that tells you it is going to stack, but at least
it didn't actually upgrade the format and actually create a stacked branch.
