Bazaar 1.9 rc1 Windows installers

Hi,

I just installed Bazaar 1.9rc1 on Windows XP SP3 using the standalone 
installer without needing a reboot... but this was with the default 
plugins and without tbzr. However, running bzr version gives me an error 
dialog that reads:
"This application has failed to start because libsvn_client-1.dll was 
not found. Re-installing the application may fix this problem."

Furthermore, at the command line the error messages are:
"Unable to load bzr-svn extensions - did you build it?
DLL load failed: The specified module could not be found.
Unable to load plugin u'svn' from u'C:/Program Files/Bazaar/plugins'"

I have TortoiseSVN installed, but not Subversion itself. However, I do 
not want to use bzr-svn in the first place, but do want some default 
plugins like QBzr.

It does not make sense to assume that Bazaar users will want to have 
anything to do with Subversion by default, so I would suggest simply not 
having the bzr-svn plugin installed when the default plugins option is 
selected, or at least allow users to specify exactly which default 
plugins they want installed.
