1.9rc1 countdown

Our schedule is to do 1.9rc1 tomorrow, the 31st of October.

The things I know of for this release are:

* Andrew's fix for get_parent_map regression
* Add autopack rpc -- needs an update or tweak

* 1.9 format (uses btree indexes) -- and make this the default?
* Finish setting up Windows-package-building environment on Kerguelen

There are now about 15 patches approved or conditionally approved so
I'd encourage committers to get them in before we start packaging
tomorrow.

The plan is then to do 1.9final on Friday the 7th, with just fixes for
any regressions or serious bugs that may come up during testing of
1.9.  To enable this we should try to get 1.9 into the PPA and Windows
and Mac installers as soon as we can - I'll do the PPA, but would
appreciated help with the others.
