[MERGE] Add contrib/bzr_ssh_path_limiter.

Hi,

This is just a simple example that's been lying around on my disk for a while.
I was reminded of it by an IRC conversation today, and realised it wasn't yet in
the contrib/ directory.  So here's a patch to add it.
