[MERGE/RFC] log start time

The attached patch makes a small change to add a startup time to the log
file.

Specifically it writes something like:
0.079  opening log file at: Wed Oct 29 14:44:19 2008


It happens at the end of _enable_default_logging()

The idea is that it can help you know when the command was run. As it
stands, mutter() only gives the time since bzrlib was imported. But that
doesn't tell me whether this command was 5 minutes ago, or 5 days ago.

Does this seem worthwhile?
