I think that would be great too. I believe at one point the issue was
to do with roundtripping between rich-root and non-rich-root
repositories, but at this point I'd probably be fine to make it just a
one-way operation: when someone upgrades, others must too.
Also a bit OT, should we change the default format in 1.9, or later?
Bringing it up to 1.6 would avoid some hassles in creating stacked
branches. However, adding a new format but changing the default to
something older would be a bit bizarre or confusing - though
understandable in terms of avoiding creating data that can only be
read by the latest release.
