[MERGE] Repository format 1.9

The attached patch brings in a '--format=1.9' format for repositories.

It should be identical to the --development2 formats, except with a
different format string since it isn't 'development' anymore.

I also updated the 'development-repo.txt' document, to give some
pointers for where to look. It turns out that you need to update 4
different places for a new pack repository.

The only remaining question is what should happen if you do "bzr branch
- --stacked". I think leaving the code to upgrade only to 1.6 is
reasonable, rather than having it upgrade all the way to the latest format.

Mostly because if you are creating a stacked branch, then obviously
everyone accessing it needs 1.6 to handle the stacking, but they
wouldn't need 1.9.
