bzr 1.9 release plans

I'd like to be your RM again for the 1.9 release.

In 1.8 we slipped the final release by a few days, mostly due to me
doing things other than just releasing it during that process.  Things
are a bit more automated now, so it will be faster in the future.

I propose these dates:

  1.9rc1 Friday 31 October (now+8)
  1.9final Friday 7 November

The current NEWS entries are a bit thin as people have been working on
bugs or the repository format.  I'd be open to pushing this out by one
more week if that is generally desired.

The review queue has reduced nicely -- well done to everyone who got
into it.  There are a number of untriaged bugs that would be good to
look into.
