bzr and bzrtools 1.8 release

Yes, that's correct.  I'm told the only change needed is to mark that
bzr 1.8 works with the current code, so I'm hoping Jelmer will do that
soon.  Or I'd be happy to make a preview upload to the PPA of the
current trunk.
