Since it's a case of re-implementing rather than keeping, I'm not
planning to land it in the first iteration.  I'm perfectly happy if
others want to.  And I'm not planning on killing shelf1 in the near future.

In the current state, unshelving with hunk selection would mean
generating a second PreviewTree and a third TreeTransform.

I'm hoping to change ShelfCreator so that it can edit a TreeTransform
rather than generating a new one, and so that generating the inverse
transform is done optionally, and at the end.  That would reduce the
inefficiency involved, but delay it even further.
