[MERGE] Enable lazy-loading of commands

Hi all,

A little while ago, it was suggested that we add special support for
lazy-loading of commands.  I counter-proposed that we instead move
commands to using our standard Registry and Registry.register_lazy.

Here, I'm putting my money where my mouth is.
