That is more specifically about the fact that it is now 16s rather than
1.0s that it used to be.

And that is because knit format repositories would generate and save the
annotation at every commit, while pack repositories have to do it from
scratch.

So while we are better than we have been recetly, we still suck versus
what we were in the past.
