Windows Zip "Installer"

Hi Martin,

This is the bzr-1.8.zip recently available on lp, right?

What I had in mind was more of an "unzip and use" version of the current 
standalone Windows installer. Okay, maybe there is still one extra step: 
the user has to add the unzipped directory to his/her user's path 
environment variable in order to use bzr.exe normally.

My use case was for my fellow students and me to be able to use Bazaar 
on campus computers running Windows XP (or Windows Vista, though that is 
not the case for my university) where we have no administrator rights 
and Python is not installed, or only a version of Python earlier than 
2.4 is installed.
