I think we should point to the Download page, because: it can include
links to context and explanation; and it can point to things like the
PPA that are not easily included in the lp download page. It does
make it a bit more indirect to actually get the download.
Also, I'd like to reduce the number of urls or separate items that
need to be manually updated for each release. Since the email is
manually sent it's not too much of a burden to put the release number
into it, but in general I think pointing to the Downloads page may be
best.
It would be even nicer if lp had a more refined idea of a download
page and could take on more of this work - for instance allowing that
there may need to be documentation for different releases, that you
might want to know the latest release for your platform, that some
downloads may need more than just a single hosted file.
