There were a couple other bits I wanted to see cleaned up, so I updated
your patch. I mention that we should "Reply-to" the bazaar@ list,
rewrapped some long lines, and cleaned up the diff about NEWS, to show a
case with a summary and the new ReST formatting.

The other thing I think we should consider, is whether we point to
"http://bazaar-vcs.org/Download" or to "https://launchpad.net/1.x/1.x"

The latter is where the files actually are, though Download references
them there.

Consider this my BB:tweak to your earlier document.
