Do you mean the "start a shell" context menu entry? I believe that is
"known broken" and was removed in future versions of the standalone bzr
installer.
I think you probably just want to have "bzr.bat" in your PATH. You can
do that by editing your environment variables. (Something like
right-click My Computer, Settings/Properties, Advanced System Settings,
Environment Variables)
