Actually, found the issue, but not the root cause.
usertest.log contains:
no test running at present
followed by many \x00 characters, and then some log data.
The no test running at present string is meant to only be written to the
in-progress file, with the log being the *old* in-progress file. I think
there is a race condition/bug with open file handles.
