There was some discussion a while ago about p4 foreign branch support,
see https://lists.ubuntu.com/archives/bazaar/2008q3/045471.html

There are two somewhat low-tech options: use Tailor to convert across,
or just have a bzr checkout superimposed on a p4 workspace and use it
to track your own commits in between committing to Perforce.
