Comment:
This seems fairly reasonable.  Obviously it will break if someone calls 
with a format string that uses any localizable parts other than %a, but 
we probably don't do that now.  I would agree that functions that 
sometimes return unicode and sometimes byte strings are likely to cause 
bugs.
