Out of curiousity, why do you feel the need to continually upgrade the dapper
version, rather than just having it at 1.3.1 as well?

I think what you are primarily running into, is that bzrtools is not instantly
packaged at the same time bzr is. As you are running a ppa version, there can
easily be ~1 day for some to package both tools (sometimes more, sometimes less.)

I think *specifically* for bzrtools and dapper it may not be packaged at all
yet. Looking here:

I see only 1.5 for dapper, and 1.6 for feisty+ (the unfortunate thing is that
python packaging in general changed between dapper and feisty, requiring
different support tools to build packages for both. python-central versus
python-support)

I would say it all boils down to... ~dapper is not getting proper packages for
all plugins that you would like to use. Which is a reasonable request, and one
which has some onus on bzr developers and some on authors of plugins.

I personally would rather see the "release bzr" process include packaging of
plugins to put into the ppa, rather than combining it into the source tarball.
