Here's an updated patch with a test case, against the 1.7 branch.  The test
fails without my patch, and passes with it.

It was surprisingly awkward to write a test that creates a branch in a shared
repo with a non-default format.  The 'make_branch' helper for instance always
makes a standalone branch.  So the test is a bit longer than seems ideal, but
it's not too bad when compared to similar tests nearby.
