[MERGE] Add '--standalone' option to branch

The attached adds a 'branch --standalone' option, which creates a
branch which disregards the availability of a shared repository.

My use case for this is on my server, where I want to be able to host
single bzr-svn branches alongside non-bzr-svn branches, without all of
the non-bzr-svn branches being rich-root-pack.

The workaround for this is to create the branch out of the shared
repository and move it in, but that's inconvenient.
