Strange problem with bzr 1.6.1 (and 1.7rc1)

This is <https://bugs.launchpad.net/bzr/+bug/269214>. It happens with the smart
protocol and remote shared repository. For some reason in that case the local
standalone branch is always made in pack-0.92 format.
I've marked that bug as Critical; I think it's probably serious enough that we
want this fixed in a release fairly quickly. If it's not in 1.7 (and given that
it's not a regression from 1.6.1, I don't think it's necessary that we should
delay 1.7 for this), then it's probably worth doing a 1.7.1 for this.
I haven't tried to diagnose the cause yet (it's already Friday evening here).
