Recent update to bzr.dev is a blocker

One thing I noticed with the bzrtools releases is that the tar file of 
all releases unpack to "bzrtools".
This should be bzrtool-<rel> in the same was a bzr releases do. With the 
present approach it is possible to accidentally updack one release over 
another and get a mix of old and new files and it is not possible to use 
multiple versions.
