On linux, 8.87ms. Though it can also 'peak' at 39ms.
If/when I reboot, I can give some numbers for Windows and cygwin on this machine.
I'll also mention:
TIMEIT "/bin/true"
1.86ms
TIMEIT "git --help >/dev/null"
2.36ms
So a compiled app does have a significant benefit for raw startup.
