Merge copies tags:

$ bzr branch http://bazaar-vcs.org/bzr/bzr.dev test
$ cd test
$ bzr tags

$ bzr merge ../jam-integration
Nothing to do.

$ bzr revert
$ bzr tags
bzr-1.5              3418.6.5
bzr-1.5rc1           3418.6.3
bzr-1.6              3606.5.9
bzr-1.6.1rc1         3606.5.14
bzr-1.6.1rc2         3606.5.16
bzr-1.6rc2           3606.2.4
bzr-1.6rc3           3606.5.5
bzr-1.6rc4           3606.5.6
bzr-1.6rc5           3606.5.7

So even if merge doesn't actually change the WT, it still updates the
branch's tags.


I can't really say what is going on with PQM. If all of the branches it
uses are format 6, and it has to support fetching from format 6
branches, then I'm at a loss.

Perhaps the copy to public is failing to copy tags? Is it a bug in "bzr
push" ?
