Best way to check if a file matches an ignore pattern

I would say 'no' to that question in specific.  Doing these sort of
things onesie-twosie in plugins would be insane proliferation, and
it's hard to look at one or two of the possibilities and say they're
sufficiently important and central and over the rest to stick in core.

But in a larger sense, it would be nice to work up an automation
plugin to provide simple command-line access to lower level details
like an 'is_ignored' and 'is_versioned' and 'has_revision' and so on,
for use in scripting.

Liberal concept stealing (if not straight copying) from "mtn automate"
would be called for (though last I looked, it was all pure historical
stuff; nothing WT-related like you're looking for here, though such
could fit into the framework).
