We *can* avoid it in cases like that.

See my "[MERGE] Fix test kipple in test_break_lock_breaks_physical_lock"
fix from last week, for example.

You just call control_files.leave_in_place, then unlock.  This leaves
the lock files in place, so you can test breaking the lock.
