[RFC] rich root pack as default in 1.8 ?

Making rich-root-pack the default format has been discussed on the list
before. It's been available since 1.0 and having it as default will help
reduce the number of formats users have to look at and make the use of
bzr-svn and by-value nested trees a lot easier.

Is there anything in particular blocking making rich-root-pack the
default at the moment? Would it be a good idea to do this in 1.8 ?
