1.7rc1 is released.

I'm being more strict than normal because I'm recovering from a 10+
releases getting 1.6 out the door. (including betas, and rcs, and 1.6.1
releases.)

Further, it is meant to encourage you to spend your time getting things
merged that have already been approved for 1.7:

And to do bugfixes on Bug Day (and in general during Feature Freeze).

I like this change, I think its great. I'm just asking for
no-more-features for the 1.7 release. (And I already gave the caveat
that things already in the review queue were grandfathered in.)
