This is a follow up, which renames the 'branch_implementations' tests to
'per_branch' tests.

In the process, I found that there were several modules that weren't
actually being tested across all branch formats. Specifically, they were
inheriting from TestCaseWithTransport, which meant that they were just
run N times against the default format. So I fixed them to inherit from
TestCaseWithBranch. We might find that some tests fail as a result.
