How to set append_revisions_only configuration option for branches in Launchpad?

The reason was to make our sftp system use the same virtual filesystem
code as our bzr+ssh system. The minor regression was tolerated since,
at the end of the day, it doesn't make hosting branches harder.

Although Aaron said, we want the sftp support to be useful, and we
consider the lack of 'cd' support to be a bug.
