[MERGE] Add BzrDir.get_branch_stacked_on_url

Hello,

This patch adds BzrDir.get_branch_stacked_on_url, which gets the
stacked-on URL for the branch in a bzrdir. I want this so I can have
some idea of what hosts I'm going to hit when I do Branch.open().
