"It" was ensuring that all branches, even weird ones like BE can be
converted into rich-root formats.

We are no longer sure that introducing a new format makes sense.  I
think not, Robert thinks so.  So I haven't done that part.

I have fixed fetch so that fetch into rich-root-pack works.

Also, I have written a tweak for reconcile related to this work, but it
goes too far, so I need to cut it down and merge it.
