Given what people are saying (and hence educating me) bzr-email is
client-side always and so useless for what I am trying to do.  This
implies trying the hookless email plugin.  Unfortunately, it is not
listed at http://bazaar-vcs.org/BzrPlugins?action=show&redirect=Plugins
-- well at least not with mail as a search term on the page.

I can find the Launchpad project page -- does anyone have any
documentation on how to install and configure it?
