How to upgrade remote branch in launchpad?

Launchpad keeps a read-write copy of the branch and a read-only copy of
the branch.  This is the format of the read-only copy.

The read-only copy is updated frequently, but when the format changes,
the update may be slower, since Launchpad must mirror from scratch.

If you look now, you'll see that the read-only copy is in the correct
format.

If the read-write copy were still in branch format 5, tags would not be
supported.
