Network glitches costing 15 minutes a pop

Once or twice in the past couple years, I've had a pull of bzr.dev do
similar things; I always stopped it when I realized it had taken 6
minutes so far, and hadn't used any network or CPU time in several
minutes.  I use neither Windows nor pycurl.
