It seems this didn't get any responses.

I've seen things in CHANGES where don't actually fit under that. It
would certainly be nice if we had clear ideas as to what goes where. I
suppose some of them might fit better in IMPROVEMENTS ?

Like the recent "bzr export can export subdirectories". I suppose that
could be a FEATURE/IMPROVEMENT.
