In the past it has been a strict requirement (because we couldn't do any
remote push without it). We've since enabled "bzr+ssh" which can talk directly
to 'ssh' without using paramiko, so it was downgraded to recommended. (We
still can't talk 'sftp' without it.)

I would put it pretty high up the priority, and for win32 I would make it a
strict dependency (ssh.exe is unlikely to be found, and plink.exe doesn't work
very well, so paramiko can substitute as an ssh connection as well as sftp
support).

So...

We can live without it, we always have been able to (you just lose sftp
support, etc). But you probably *really* want it.
