[MERGE/1.6] Disable .bzrrules in-tree lookup for now.

This just disables the .bzrrules lookup in trees for now, preserving the
tests and the ability to use ~/.bazaar/rules. I updated the docs to
remove the mention of ~/.bzrrules.
