[MERGE] More windows test fixes

I've attached another patch with yet more Windows test fixes - this now
brings us to:

| failures=45, errors=54, known_failure_count=14

Most of the changes relate to ensuring that files and locks are closed in
the face of exceptions, but one is a simple fix for os.link not existing on
Windows.

Note that these changes fix most messages like "Permission denied: unable to
remove testing ..." when running under windows - all in all things are
looking much cleaner now.  Most of the errors left are LockContention errors
which are apparently somewhat expected on Windows - its just not clear how
to deal with them in the tests yet - so they can wait...

Once accepted, I'd also love to have these in the 1.6 branch so the
forthcoming binaries look as good as possible...
