[MERGE] Teach export how to export a subdirectory. (Robert Collins)

This is conceptually simple - allow 'bzr export foo.tar.gz subdir' to
export just the subdir. It highlights the duplicate code in the
exporters. I considered writing a tree decorator rather than changing
the API, but it was going to be substantially more work and I decided
against it.
