[MERGE] Changed the base test directory setup to use urlutils.join instead of os.path.join

Trivial

Any tests that examine the full path of files in the test folder will fail on
win32 because os.path.join uses a backslash and the tests will usually expect a
forward slash.

e.g. Some of the tests in bzr-svn fail on win32 purely for this reason.
