So... that worked, but I don't know that I want to keep it.

Specifically, there is an "about:config" entry for:

mailnews.send_plaintext_flowed = True

If you set it to False, then it leaves > alone. I sort of thought that
flowed text was a nice thing (presumably when you have 8 levels of
quoting it is able to re-wrap the text?)

So if it is a problem, it looks like I can disable flowed, I'm hesitant
to do so.
