Indeed; the _implementations directories are for testing interface
conformance, not for testing that a particular implementation does
something a particular way. Thats why there are generic stacking
_implementation tests that will apply to any and all stackable formats;
the specific tests for stacking of packs exist to assert that:
 - certain pack formats are stackable
 - some of the internal mechanisms work as intended
